...the contract was signed last summer. I do not know why the CHL, which registers the player's contract, do not bother to report it.
SportBox.ru, reporting on the Alexander Radulov contract extension, quotes the GM of Salavat Yulaev as saying this was done a while ago, but not reported or announced at the time. Why? Puck Daddy's Dmitri Chesnokov has hinted he'll have an article this afternoon explaining.

Boy Poile really ****ed up with this first rounder … Zajac or Wolski would have been better selections with hindsight being 20/20 & all

I remember Poile at the time being surprised Radulov was still available in the draft. Maybe the other GMs knew something he didn’t?
I don’t know about Radulov in particular, but at certain points in history, Russians have been drafted as much as a full round lower than their skill would indicate. Getting Russians to N. America has not always been the easiest thing to do, and there’s generally been some risk associated with a player being Russian.
Poile may have done goofed, but in the final analysis, he judged Radulov’s talent well, and it was Radulov’s actions that led to him being unavailable for the final year of his contract. I don’t, personally, count this as a huge strike against Poile—after all, any other Russian player could have skipped his contract to make more money in Russia; it just happened to be Radulov.
I think the IIHF and the NHL should both have had something to say about this.
